フィンランドというと、ムーミン、サンタクロース、マリメッコ、イッタラを思い浮かべますが、今回は有事の際に市民を守るための地下シェルターの話題です。
CNN: How many people can you fit in shelters in the whole of Helsinki?
Tomi Rask (Helsinki city rescue department) : Over 900,000.
CNN : So, that’s enough for the population plus visitors?
Tomi Rask : Yeah, it is.
ヘルシンキだけではありません。フィンランド政府は1960年代から国内に地下シェルターを建設。ヘルシンキに5,500カ所、全国では5万カ所以上あり、国の550万人の人口の80％を収容できます。また、驚くべき事は、その一部は一般に開放されています。
The government’s been building bunkers here since the 1960s — 5,500 in Helsinki, more than 50,000 across the country, enough for 80 percent of the country’s 5.5 million population. But the scale of it is not the only surprise : some of it’s open to the public.

地下シェルターにはスポーツ施設があり、オリンピックサイズのプールやホッケーなどさまざまな競技に利用できる施設もあるそうです。危機の際には、

すべてのものは1つの目的を念頭に置いて作られています。防爆扉、ガス障壁、除染区域、そして20億年前の岩盤でさえ、ただ爆発に耐えるだけではありません。
Everything here is made with one purpose in mind : blast doors, gas barriers, decontamination areas, even the 2-billion-year-ole bedrock more than just blastproof.
CNN : So, if there’s a nuclear bomb, the rock itself absorbs the radiation and keeps everyone here safe?
Tomi Rask : Yeah, that’s the idea.

長い間、国境を接する隣国ロシアの脅威にさらされてきたフィンランド。
